コンセプト

Concept
小樽市は、現在「オーバーツーリズム」の問題に悩まされております。
特に、過去ニシン漁栄えた歴史的な景観を眺められる「祝津パノラマ展望台」が位置する祝津エリアでは、展望台に徒歩で向かう歩行者の路面転倒によるケガ、歩行者と車両が交差することによる交通事故発生のリスクが生じております。
そのような負の側面の緩和を図るため本イベントによる入域制限を行い、祝津に来訪する観光客の安全性の確保と観光体験の提供を両立するため実証事業として本イベントを祝津エリアで開催いたします。
展望台に設置する限定かまくらとキャンドル、温かい飲み物とパノラマ展望台の解説をご提供いたしますので、壮大な日本海の風景と一緒にお楽しみください！

Otaru City is currently plagued by the problem of "overtourism."
In particular, in the Shukutsu area, home to the Shukutsu Panorama Observatory, which offers views of the historic landscape of the area's former thriving herring fishing industry, there is a risk of pedestrians on foot walking to the observatory falling and getting injured, as well as traffic accidents occurring when pedestrians and vehicles cross paths.
In order to mitigate these negative aspects, entry restrictions will be implemented for this event, and the event will be held in the Shukutsu area as a demonstration project to ensure the safety of tourists visiting Shukutsu while also providing a tourism experience.
Limited-edition kamakura and candles will be set up on the observation deck, and hot drinks and an explanation of the panoramic observation deck will be provided, so please enjoy them while taking in the magnificent views of the Sea of ​​Japan!

展望台　observation deck

おたる水族館第一駐車場付近でイベント参加受付を行い、受付後に祝津パノラマ展望台まで送迎車にてご案内します。
展望台にはイベント期間限定のかまくらとキャンドルを設置し、温かい飲み物やパノラマ展望台の解説をご提供いたします。
※イベント参加者にはアンケートのご回答をお願いしております。
Event registration will take place near Otaru Aquarium's First Parking Lot, after which you will be taken by shuttle to the Shukutsu Panorama Observatory.
Event-only snow huts and candles will be set up at the observatory, and hot drinks and an explanation of the panorama observatory will be provided.
*Event participants will be asked to fill out a questionnaire.

スノーシューガイドツアー　Snowshoe guided tour

おたる水族館第一駐車場付近でイベント参加受付を行い、ガイド同行によるスノーシューツアーを実施いたします。普段は足を踏み入れることのできないコースをスノーシューで歩き、冬の祝津の幻想的な風景をお楽しみいただきながら展望台まで向かっていただき、展望台到着後には、設置しているかまくらやお飲み物等をお楽しみください。
※イベント参加者にはアンケートのご回答をお願いしております。
※ご参加に際して、暖かい服装（スノーウェア上下・厚手の靴・手袋など）を推奨しております。
スノーウェア上下・長靴は準備しておりますので必要な場合はお申し出ください。
Registration for the event will take place near the first parking lot of Otaru Aquarium, and a guided snowshoe tour will be held. You will walk on snowshoes along a normally inaccessible course, enjoying the fantastic winter scenery of Shukutsu as you make your way to the observation deck. Once you arrive at the observation deck, you will be able to enjoy the snow huts and refreshments that have been set up.
*Event participants will be asked to fill out a questionnaire.
*We recommend that you wear warm clothing (snowwear pants and jackets, thick shoes, gloves, etc.).
Snowwear pants and boots will be provided, so please let us know if you need them.
